Ensure organizational spending expands to fill available budget authority and justify increased future allocations. This role focuses on the critical work of preventing underspending, which could signal efficiency and threaten next year's funding. Responsibilities
•
Monitor budget execution to ensure spending targets are met
•
Identify opportunities for emergency procurement in Q4
•
Develop business cases for supplemental funding requests
•
Create spend-down strategies that maintain future budget baselines
•
Coordinate with program managers on "use it or lose it" scenarios
•
Generate financial reports that emphasize constraints rather than surpluses
Qualifications
•
Bachelor's degree in Finance, Accounting, or Business Administration
•
5+ years in government finance, defense contracting, or budget management
•
Understanding of appropriations law and color-of-money restrictions
•
Ability to frame spending as investment and underspending as risk
•
Experience with federal budgeting processes and justification frameworks
•
Comfortable explaining why saving money is actually bad for the organization
